Multiple Arrests Made in Major Drug Bust Near USC-Lancaster Campus

LANCASTER, S.C. — Multiple Arrests Made in Major Drug Bust Near USC-Lancaster Campus: Six individuals were arrested Tuesday, May 6, 2025, following a narcotics search warrant executed at 1405 Crestfield Drive, a residence located near the University of South Carolina-Lancaster campus. The operation was conducted by the Lancaster County Multijurisdictional Narcotics Task Force, with assistance from the Lancaster County Sheriff’s Office SWAT and Street Crimes Unit.
According to investigators, Scott Veld Duncan, 54, who resides at the Crestfield Drive address, was the primary target after two controlled purchases of suspected methamphetamine were made from him in recent weeks. Early Tuesday morning, authorities executed the warrant and detained Duncan, along with five other individuals found on the property.
Duncan was located inside the home along with his daughter, Samantha Kay Duncan, 33, Brittney Lynn Carnevale, 33, and James Justin Walters, 43. Two additional suspects, Jessica Denese Sims, 35, and George Junior Twitty II, 43, were discovered in a camper on the premises.
The search uncovered suspected fentanyl, methamphetamine, gabapentin, tramadol hydrochloride, and marijuana. A digital scale was also seized. Investigators reported that some substances were located on individuals and others within personal belongings.
Major Drug Bust Near USC-Lancaster: Charges and Bonds:
- Scott Duncan faces two counts of Distribution of Methamphetamine, two counts of Possession with Intent to Distribute a Controlled Substance in Proximity to a School, Possession with Intent to Distribute Methamphetamine, Possession of Gabapentin without a Prescription, Possession with Intent to Distribute Marijuana, and another count of Possession with Intent to Distribute a Controlled Substance in Proximity to a School. His bond totals $87,500. He remains in custody.
- Samantha Duncan was charged with Possession of More than 2 Grains of Fentanyl. While her bond was set at $2,500, she also faces a General Sessions bench warrant for failing to appear on a prior shoplifting charge and remains jailed.
- Brittney Lynn Carnevale was charged with Possession of Methamphetamine and released on a $2,000 bond the following day.
- Jessica Denese Sims was charged with Possession of Tramadol Hydrochloride and released on a $3,000 personal recognizance bond.
- George Junior Twitty II faces a Possession of Methamphetamine charge. He remains in custody on a $3,000 bond and a detainer from Rock Hill Police Department for a driving offense.
- James Justin Walters was charged with two counts of Possession of Methamphetamine and Possession of Contraband after methamphetamine was allegedly found on him during booking. His bond was set at $26,000. He is also held on a detainer from Union County, North Carolina, for a probation violation.

Sheriff Barry Faile commented, “This address was very familiar to us, and we have been getting complaints about drug activity there for some time. Our Task Force investigators executed a well-planned operation to make buys from Scott Duncan and secure the necessary warrant. We were surprised by how many individuals were involved, and we are pleased with the outcome.”
All individuals are presumed innocent until proven guilty in a court of law.
