CLEVELAND, Texas – A Mexican national who executed five of his neighbors as a brutal mass shooter last year has pleaded guilty to capital murder in exchange for a life sentence without parole, avoiding the death penalty.
Francisco Oropeza, 39, admitted to the April 28, 2023, killings, which stemmed from a noise complaint about him firing a gun late at night. When his next-door neighbor asked him to stop so their baby could sleep, Oropeza responded by storming into their home and opening fire, killing five people, including a 9-year-old boy.

The victims, all from Honduras, were:
- Sonia Argentina Guzman, 25
- Diana Velazquez Alvarado, 21
- Julisa Molina Rivera, 31
- Jose Jonathan Casarez, 18
- Daniel Enrique Laso, 9
The mass shooter Oropeza, fled the scene, sparking a four-day manhunt before being arrested near Conroe, Texas. It was later revealed that he had been deported from the United States four times between 2009 and 2016 but repeatedly re-entered the country illegally.

Why the Death Penalty Was Off the Table
San Jacinto County prosecutors had originally sought the death penalty, but a plea deal was reached after discussions with the victims’ families. Prosecutors cited two main reasons for the decision:
- Avoiding a Lengthy Trial – The families, still grieving, agreed to the plea to avoid the emotional trauma of a prolonged capital case.
- Financial Constraints – The cost of a death penalty trial would have exceeded the county’s entire yearly budget for court-appointed attorneys.
Oropeza waived his right to appeal as part of the deal and will spend the rest of his life behind bars as a mass shooter.
Trump’s Renewed Push to Deport Criminal Illegal Immigrants
The case comes as President Donald Trump is renewing his promise to crack down on illegal immigration, particularly targeting criminal aliens. Speaking at a recent event, Trump declared that under his administration, violent offenders like Oropeza would never be allowed back into the country.
“We are going to bring back the largest deportation operation in history,” Trump said. “Every illegal alien who has committed a crime in our country will be swiftly removed.”
Trump’s immigration policies have long emphasized stricter border security and mass deportations. In Oropeza’s case, he had been removed from the U.S. four times but was never stopped from re-entering.
Critics of the Biden administration argue that lax immigration enforcement allowed repeat offenders like Oropeza to continue slipping through the cracks.
Texas Leaders React
Texas Governor Greg Abbott weighed in on the plea deal, stating that criminal illegal immigrants must face the harshest possible consequences.
“If you enter Texas illegally and commit violent crimes, you will be held accountable,” Abbott said. “We are doing everything in our power to protect our citizens.”
Meanwhile, San Jacinto County Sheriff Greg Capers described the case as one of the most horrific crimes his department has ever handled.
“This monster slaughtered an entire family over something as trivial as being asked to stop shooting a gun,” Capers said. “We are glad he will never see freedom again.”
What’s Next?
With Oropeza locked away for life, attention now turns to the broader immigration debate. As the 2024 election looms, Trump’s pledge to deport violent criminals has become a major talking point.
For the families of the victims, justice has been served—but the lingering question remains: Would this tragedy have happened if Oropeza had been deported and kept out of the U.S. for good?
