WASHINGTON, D.C. — On January 20, 2025, William W. Lothrop assumed the role of Acting Director of the Federal Bureau of Prisons (BOP) following the departure of Director Peters. With more than 30 years of experience in the Bureau, Lothrop steps into the role during a pivotal time for the agency, overseeing a complex system of 122 federal facilities, six regional offices, and approximately 35,000 employees managing 160,000 inmates.
A Career Dedicated to Service
Lothrop’s journey with the BOP began in 1992 as a Correctional Officer at USP Lewisburg, Pennsylvania. Over the years, he rose through the ranks, holding positions of increasing responsibility, including Senior Officer Specialist, Lieutenant, Captain, and Associate Warden at facilities across the country.
Notably, he served as Warden at multiple institutions, including FDC Honolulu and FCI Phoenix, before transitioning to senior leadership roles. His appointment to the Senior Executive Service in 2017 underscored his extensive contributions to the Bureau’s operations. Most recently, Lothrop served as Deputy Director, a position he held since March 2023.

Challenges Ahead
As Acting Director, Lothrop faces several pressing issues, including staffing shortages, operational inefficiencies, and inmate rehabilitation. Acknowledging these challenges, he stated, “Our mission remains clear: to provide a safe, secure, and humane environment, ensure public safety, and prepare those in our custody for successful reentry into society.”
He also emphasized the importance of collaboration with law enforcement partners and stakeholders to strengthen programming and support services for inmates.
Vision for the Bureau
Lothrop’s appointment comes at a critical time for the BOP, as the agency navigates increased scrutiny over its operations and seeks to modernize its approach to inmate care and rehabilitation. His extensive background in correctional management positions him to implement practical solutions aimed at addressing staffing and operational challenges while maintaining the Bureau’s commitment to public safety.
“Our employees and inmates deserve a Bureau that prioritizes safety, integrity, and innovation,” Lothrop said.
As the Acting Director, Lothrop inherits the responsibility of leading one of the most critical federal law enforcement agencies in the country. His decades of experience and proven leadership will undoubtedly play a key role in shaping the Bureau’s future.
